No, in my experience it's not solved. Nothing changed for me. I'm having the same bluetooth troubles ever since OS X Yosemite came out. Nothing changed with El Capitan, nothing changed with the new update. The issue here is definitely with the software, because just as you said my iPhone works flawlessly with my bluetooth music receiver, it's just my mac mini that is having troubles. And it was working perfectly with OS X Mavericks.
I can't believe Apple is unable / unwilling to sort this out!
